Not only does that make no sense, but Bush is not making the same kind of requirements for drilling. He lifted the ban against offshore drilling WITHOUT an environmental impact study.
And yes, please tell me all about how solar is going to kill millions of birds a year. Got a link? No, I didn't think so. That is because solar has NO emissions whatsoever that could kill a single bird. So much for that red herring.
