No, it would have very little effect. If we increase our drilling by 10% (even if we assume that production increased by a corresponding 10%, which it wouldn't), how much would that change the overall world supply? The US only produces 12% of the world's oil, so a 10% increase in our production would add an additional 1.2% to the world's total production.
