A benevolent monarchy, recognizing full and equal civil rights of all its citizens, giving equal voice to the poor, with no unfair practices to big business, nor against them either, would probably be the best and lead to a very nice utopia.
However, this is reality.
Democracy is the best option.
I think two term limits are an impediment to a stable, thriving democracy, however.
