They didn't block the referendum because there is no procedure that allows them to do it. The proper way under the California Constitution will be for them to review it, if and when the referendum were to pass. There's nothing shocking about it...if you understand California procedure....just as it wasn't shocking that they refused requests from out of state right-wing groups to stay their ruling until after the election.
