It's not the first step. Yellow cake is produced after several mining and milling processes. And there really isn't any use of yellow cake outside of producing fissionable uranium. However, given Iraq's situation, they were nowhere near even producing an ounce of the necessary uranium. As stated before, it takes about 5 tons of the stuff utilizing the latest technology to make a critical mass. That ain't Iraq.
And to clarify your timeline, the Iranians did significant damage to the reactor during their war with Iraq.
