It's a plan that has worked so well for empire after empire in the past. Just look at the Soviets for a recent example of the stunning success of such attempts to remain there permanently.  Wait a minute!
Or, conversely we could just focus on helping the non-Talibanis be more powerful than the Talibanis and then it won't matter if the foreign military forces leave.
