Also I wanted to know what you meant in the OP when you suggested that "Landfills should be upgraded to bertter store Carbon."
I had several issues in mind for "Landfill should be upgraded to better store Carbon."

One was groundwater contamination potentials. Landfills for trash and Carbon sequestering maintaining, should be designed, built and maintained to prevent contamination of groundwater. There have been instances where the chemicals in trash that are ordinarily mixed with Carbon sequestered trash, have contaminated groundwater.

Landfills and Groundwater Quality Protection

It is probably not practical to separate Carbon containing trash from trash with chemical residues. Therefore, Landfills for maintaining Carbon sequestering also need to be designed and maintained to responsibly maintain chemical waste, in additon to purely Carbon Waste.

There are occasional fires at landfills. Sometimes, these fires are allowed to burn, to reduce trash size. So desiging, building and maintaining landfills to be able to prevent and fight fires is another issue for maintianing Carbon sequestering.

Junk automobile and truck Tires in landfills have caught fire. So landfils with tires need to be designed to prevent, and effectively fight fires.

Earthquake damage potential is another factor. Some areas of the US and Canada are less likely to have earthquakes

There may be other issues affecting the sequestering of Carbon in landfills, that may be important. Fire prevention and extinguishing in landfills probably has not been given a high priority in Global Warming issues, as designers could plan for.

My statement of better design was based on my vague memories of groundwater pollution and fires, but there may be other factors important to consider. Maybe as recycycling advances, the landfills should be designed for re-sorting out the trash, to remove future recyclables from the landfill, with special machinery for resorting the trash.

This answer is still not real specific, but may be closer to your actual question.

Maybe fire suppression would mean having roadway dikes closer together with less expansive acres and acres of continuous landfill. This would mean less area for landfill, but better access for fire fighting equipment, should a fire start. Maybe a requirement for a water storage tank if a landfill is over a certain size, or so many gallons per acre of 50 feet deep landfill, so water is readily available for fighting a fire.
