MOSCOW A bomb exploded during an outdoor concert in the Belarus capital, Minsk, early Friday morning, wounding dozens, three critically, and a second device was found later in the same area, according to the authorities. Belarus is an autocratic country, saturated with police and security personnel, making widespread disorder rare. Shortly after presidential elections in 2006, the police and riot forces quashed what were for Belarus sizeable antigovernment protests. Such protests have not occurred since.
