No that's not what I am saying. I am saying that you can't claim that they are targeting children or a hospital, because they cant aim their freaking rockets. Yes they are targeting an area where there is people, but that's as about as accurate you can get.
What you and others are doing is trying to use the emotional trick of saying "they are targeting children and hospitals", which is bull****. They are targeting the general area of a town, where there are women, children, men, dogs, cats, cars, houses, and in most cases they miss by a very large margin.
If the Palestinians are targeting children and hospitals by firing into the general area of a town, then the IDF must also be targeting children and hospitals when they fire into Gaza, the most densely populated place on the planet. I suspect that you will not agree with this.
