He has a point. The rockets have zero guidance so the best they can do is point and shoot. They have no idea if it will hit a kid, mother, solider or even an area with people in.. In fact I believe most rockets just land in fields.
Now that of course in no way justify the tactic, but it can hardly be claimed that the rockets are "targeting children" because it happens to land in a school or a hospital.
On the other side of the fence, when Israel does fire back, there is a larger.. much larger chance of them hitting children, plus most of their weapons are some what guided.
On top of that they are firing into the most heavily populated place on the planet, so chances of hitting children is rather high.. hell hitting anyone is rather high... remember a very large percentage of the Gaza population is under 20. While saying that "they are targeting children" might be a tad too much, the IDF has the odds against them when they do fire into Gaza and a much greater chance of hitting children than the Palestinians do.
As for the idiots who blow themselves up.. that's targeting highly populated areas normally, so here we can say yes.. they are targeting children, when they go after a school bus or whatever.
