No, "racism" is "holding preconceived notions of a person based on their race". What he is doing could be referred to as racial preference, but not racism.
I also have a quick hypothetical question for you, alex. Imagine, you're a handler for the Obama campaign. You know that your candidate is still weak among white voters, and that smears have been circulating around that he's racist against white people. Would you just let him have an entirely minority group behind him, or would you make sure that the group he's accused of being racist against is properly represented? What would you do, handler alex?
