Not exactly new. The US does it also, granted not in such an "open" way. There is a danish bridal shop keeper that has 210 dollars "stolen" by the US government. She bought 4 or 5 dresses at a Pakistan wedding dress shop in Pakistan, total value 210 dollars. The US not only blocked the transaction, as it went through the US, but seized the money, and put her on the list of "terrorist backers", and of course the no fly list, and that was even after she basicly gave the US authorities all the information she had about the seller, but it was not good enough it seems.... seems they also wanted the sellers birth date and when she did know provide it, they blacklisted her. So as you see, its not unusual for certain governments to do such things.

Also I bet it has not much to do with terror, but more to do with copy write issues, as the Swedish government has been under much pressure to "plug" the hole in their legal system that basicly makes it sharing on the internet legal... a fight they have so far been loosing big time in the courts, even with the new laws.
