Nothing you've said shows that Bush knew what he was saying was false. And most of us have come to the conclusion that the man is truly incompetent. If he really is that incompetent, he may have simply been fed information he believed to be true, which would not make him a liar.
If one truly believes something then they can't be a liar if they try to pass it off as the truth.
