My point is that impeaching Bush is hardly worth calling "holding accountable." It would be like giving someone a $5 traffic fine. Would impeaching Bush really make a difference to him? At best it would give the appearance of punishment. Kind of like all the phony security measures put into place post 9/11 that do nothing but look important.
And yes, I do think from a cost/benefit perspective if it's too expensive to prosecute (benefit much less than cost) we shouldn't do it.
