Maybe Chris Rock should have "pranked" the fake prosecutor back by kidnapping him and threaten to decapitate him. Then videotape the whole encounter and right when he thinks he is going to die and starts freaking out yell "You got punked". Its all in good fun right?

This a clear cut case of slander and other crimes. It is a false accusation, one that the person knows to be false, and clearly harms falsely accused. Not to mention that delivering charges in bad faith is also a crime. Plus, the guy who delivered the charges probably wasn't a lawyer, also a crime. The legal system is not something that you can just play around with.
