Imo, just as with illegal drug use, illegal contract killing, illegal immigration, illegal gambling, illegal _________, the bast way is to turn the harts of the people away from the activity. This reduces demand for the illegal activity, drives prices up, and slows the black economy.

You could play make believe and pray for a shifting demand curve. I've never found that a useful tactic though. Have you got anything more concrete than hope? (particularly given the superior results achieved by a permissive/educated society)
