What many people don't realize, is that it is not so much the drugs, the intoxication, or the habit that creates irrational behaviour. It is the inconsistency of the supply of the addictive drug, and the agitation that occurs when the next hit is not available, and there is uncertainty as to when the next hit can be obtained. The come-down from the addictive drug is where most problems occur.
The DEA is, I understand, active in Afghanistan, and is paying off a lot of money to the warlords who have previously been involved in growing poppies, and supplying opiates. The bribes to the Warlords have, I understand, reduced the Poppy crop.
So it is possible that the supply of opiates is becoming less reliable. The DEA and CIA probably don't have the knowledge and control they need to keep a steady supply of opiates to Iran.
Intermittently winking at shipments to Iran could cause unintended problems.
