British smuggling of opium from British India into China and the Chinese government's efforts to enforce its drug laws erupted in conflict.
China's defeat in both wars forced the government to have to tolerate the opium trade...."

The Opium importing trade by the West into China, had both the efffect of undermining he work force in China, but also created internal conflicts between advocates of legalization, and those attemtping to restrict the ill effects of Opium, and overlapping political challenges.
So perhaps the secret Western plan for Iran is to import more opium into Iran, both to weaken the work force, and after secrecy is being exposed, the creation of politcial unrest.
The political unrest, including 20 million Chinese killed in the Boxer Rebellion, in China in 1899, occurred 30 or 40 years after starting to streadily increase the Opium trade to China.
