While this story is plausible I'm not going to start beating the war drums until I get a little more than one story from a UK source. Don't get me wrong, I'm sure there have been people in every single administration this country has ever had that would think "floating prisons" were an excellent idea but I don't think any of them would be truly evil enough to implement it.
