Yes, but it also doesn't promote secularism either. From my understanding and the passages you quoted Christianity advocates tolerance of gov't, that's all (a smart move at the time because anyone overtly critical of the Roman gov't could be executed.). Just because Christianity doesn't promote a theocracy doesn't mean it therefore promotes secularism.
