Well my husband, whom you hope will commit suicide one day, is actually a contruction foreman and we have many discussions about this and about illegals in the business and what it means. He deals with rival companies that use illegals all the time but they don't give up or roll over. They do what they can to stay competitive and get new contracts.

For one, keep bidding new jobs. There are alot of companies that don't want to hire illegals to do the job. Another thing is to be aggressive, competitive, and assertive. Try and find new ways to market your business and maybe you might have to cut some costs or take a small pay cut yourself but it's better to make a little less than to loose your job. Another thing is contacting INS and reporting these companies that hire illegals. You say they won't do anything but I know here there have been at least 2 companies busted in the last couple months and have gotten heavy fines for hiring illegals and have gone out of business.
