You can SEE the effect of your excercising. You have lost weight, a sensible, sustainable loss of weight (generally no more than 1-2 lbs a week). You are not going to lose as much wieght as you eyes tell you, you are replacing fat with heavier muscle mass.
If the method you are using for determining you body fat is based on tape measurements, it is going to be inaccurate.
Another consideration is that you have made a major change of activity level and your diet. You have stressed your body. Your body views fat as a safety net, so it tries to hold onto it when under stress.
You have lost weight. You have lost inches. You are getting more muscular. You've only been at it a month. You are off to a very good start. Don't let unreasonable expectations ruin it.
