I'm not too familar with this so I found this:

and I actually think it's atleast a step in the right direction.

A couple weeks ago we got a social security statement in the mail for my husband and we noticed in 1979 -when he was only 1 year old- he had a statement of employment and money earned and we both had to laugh at first that somehow a 1 year old could get a job. Now we are going to have to go through the steps of finding out how this happened and if someone took his identity. I guess back then it was a lot harder to figure these things out without computers and stuff but it's still happening all the time now.
