My high school had an economics course as a required class during your senior year in high school. There was no way around it if you wanted a high school diploma. It was only a semester long, and very basic but part of it was dealing with personal finance. I think it was a great course(in hindsight, I hated it when I had to take it) as it comes at a time right before you are going to be entering the workforce, or going onto college and being on your own(in most cases). It wouldn't help you learn to finance a house or anything, but it gave you some basics of checking and savings accounts, as well as some loose studies of investments.
