There's little detail on that. For example Cuba while having an excellent service for the masses of poor may not be able to specialise. That doesnt mean its health service is a crap hole.

If Cuba was to go for capitalism, would the US want it to become like the US?
Do you Americans recognise the danger of Cuba becoming more like Haiti or Jamaica? If so, are you willing to help Cuba avoid this fate?
If Cuba wants to become more of a social democracy like in Europe, would you be willing to help it become that and not interfere? Or do you think that once it changes and opens up it becomes yours to do with as you please?
