I've heard that the owners of big enterprises are lobbying so that governments allow massive immigration/don't try to prevent it.

With a huge "stock" of cheap labour force, they can lower the salary of every worker (even the legal ones)

As simple as that

If you want to prevent that, fix a higher minimum wage (5$/hour is slavery). And enforce it.
