If more homes were built in Spain than France Germany and the U.K. over the timespan you mention, and the average Spaniard cannot move out till hes 30, then it is foreign money that bought the homes, and thus created the demand for the slew of new housing, thus, the wealthy of France Germany and the U.K. paid to have those homes built.

Your hypothsis soley depends on your definition of "wealthy".
My parents had a second home in Spain for 30 years, but were never ever considered "wealthy" by Danish standards. Many non Spanish I meet down here, also would not meet any level of "wealthy" standard in thier home country.
Now I aint saying there are not rich non Spanish in Spain because there is. Certain areas like Marbella has always been the playground of the rich and famous.
But I am saying that a large majority of the non Spanish in Spain are average middle class Europeans who have invested in a holiday home in Spain, a home that many would probally retire too in the future.
