No one knows what kind of relationship she is in or why. No one is in a position to judge what she is doing. Obviously she's not committed to this person or she wouldn't be cheating on him.

Whomever she cheats on him with is not responsible for HER behavior. They are irrelevant to the fact that she cheats and the reason she cheats. They have no say in her cheating, they have no say in her relationship(s). They are not the ones lying, they are not the ones cheating, so I fail to see what they are doing "wrong".
